sombrero bust 3d model

I want to create a board game piece that players can use to move around. This should be a bust type of piece. No taller than 2 inches and no wider than 2 inches. The base should be a cylinder with 1 mm thickness and 2.2 inch diameter. The facial expression must be reflected in the 3d model - specifically the eye winking. Make sure the design is good for 3d printing.
