SUMMARY OF THE INVENTION The present invention overcomes the limitations of prior art by providing an integrated laminoplasty plate and lateral mass screw system designed to be placed at the same cervical vertebral level without spatial interference. The invention features a laminoplasty plate component with an integrated attachment mechanism that directly interfaces with a lateral mass screw, allowing both devices to occupy the same vertebral level while performing their respective functions of decompression maintenance and spinal stabilization. In one embodiment, the invention comprises a laminoplasty plate having a body portion configured to maintain the opened lamina in a decompressed position, and an attachment portion configured to secure to a lateral mass screw head. The attachment portion may include a receptacle, coupling mechanism, or interface designed to engage with the head of a lateral mass screw, creating a rigid or semi-rigid connection between the laminoplasty plat
